Federal law requires that each local education agency (LEA) receiving federal funds from the Individuals with Disabilities Education Improvement Act of 2004 (IDEA) must maintain local and state funding amounts annually on special education services. This is referred to as maintenance of effort (MOE). Federal fund recipients not meeting MOE requirements face loss of a portion of their state and local funds to the Texas Education Agency (TEA).
Trainings will include discussion of the federal law, calculation methodology, federal statutory exceptions and state reconsiderations, timeline, and resources for LEAs. The primary focus of the sessions will be IDEA-B LEA MOE requirements for 2014 and beyond. Questions regarding IDEA-B LEA MOE requirements for fiscal years 2009–2013 may also be addressed in preparation for the upcoming issuance of preliminary LEA MOE determination letters.
Costs are partially funded through state or federal grants.
