If school lessons are to involve learners doing mathematical work, classrooms will not be silent places where each learner is privately engaged with ideas. If students are to engage in mathematical argumentation and produce mathematical evidence, they will need to talk or write in ways that expose their reasoning to one another and to their teacher. These activities are about communication and the use of language.
