The Foundations of Evaluations for English Language Learners
Language Proficiency Determination

The goal of this training is to ensure Special Education Evaluators, primarily Bilingual Educational Diagnosticians and Licensed Specialists in School Psychology (LSSPs) are equipped with the knowledge and skills to respond to the unique evaluation needs of English Language Learners; thus, guiding evaluation personnel in the implementing of culturally and linguistically appropriate evaluations.

Important Session Information:

When evaluating English Language Learners (ELLs) for a possible disability under the Individuals with Disabilities Education Act (IDEA), the first step in the evaluation process is to explore students’ language ability in both their native language and in English. In this presentation, Dr. Cole will guide participants on how to determine levels of language proficiency by examining the linguistic background, educational factors, and cultural factors. Therefore, Dr. Cole will give guidance on using formal standard test batteries, such as the Woodcock-Munoz Language Survey, the Woodcock-Johnson Test of Oral Language, and the Bilingual Verbal Ability Tests as well as using informal information to determine the overall ability of students’ language skills.
