Migrant Program Requirements and Strategies
Empowering Migratory Parents




This training is for Migrant Project Districts and covers many of the basic migrant requirements including the following:

§ Local Needs Assessment: training and technical assistance toward the completion of an annual Local Needs Assessment (LNA) for the MEP, according to State MEP guidelines and requirements.

§ Delivery of Services: training on the Statewide Service Delivery Plan for the Texas Migrant Education Program and technical assistance for the delivery of MEP services to meet identified, migrant-specific needs related to both of the following:

The Seven Areas of Concern:

• Educational continuity

• Instructional time

• School engagement

• English language development

• Educational support in the home

• Health

• Access to services

§ The Statewide Comprehensive Needs Assessment (CNA)/Service Delivery Plan (SDP) Need Statements/Evaluation Alignment Chart: training on the components of the CNA/SDP/Evaluation Alignment Chart which includes the following:

• Alignment of the Continuous Improvement Cycle (CIC);

• The CNA (Concerned Statement, Data Summary, and Need Statement);

• SDP (Strategies and MPOs); and

• Evaluation (State Performance Target, Evaluation Questions for Program Results and Program Implementation).

§ Priority for Service Action Plan: training and technical assistance on the development and implementation of the LEA’s Priority for Service Action Plan; review PFS supporting documentation for completeness and accuracy of the information input into NGS, and determine if children identified as priority were provided MEP services.

§ Parent Advisory Council (PAC): training and technical assistance regarding the local migrant PAC, according to guidance provided by the State MEP, to ensure that meaningful consultation with migrant parents is incorporated into the planning, operation, and evaluation of the local MEP.


Important Workshop Information:


During this virtual training, LEA MEP staff will discuss a definition of parental engagement that is inclusive and culturally responsive to migratory families; learn strategies and resources to share with parents and empower them during the "new normal" with at-home learning; and explore resources available to support student learning. Many interactive activities for this training will involve the use of Google Drive and will function best in the Chrome web browser.  

Participants must join using a desktop computer, laptop, or Chromebook.
